Enabling public requests

Hi all
We at the SAS don't currently offer public requests via the telnet or =
web catalogue. I'd like to look into making this facility available but =
I can't work out how to do it. The G > Request Item option appears when =
you switch to the public view but no where else. I can't work out if =
this feature is controlled by login or is set in O > Set system OPTIONS. =
I've been looking at the manual for a couple of hours now and my head =
hurts. The only reference I've found is Page # 101208 which isn't much =
help. Is this something I need to ask Innovative to do?
