We had the 'exact' same problem here, and we ended up creating a second type
of library card.  All Bookmobile patrons were given a second library card
for use on the Bookmobile ONLY.  The card is a different color, so the
branches can identify quickly someone trying to borrow on a Bookmobile card.
Those patrons also have a regular library card, but since they rarely come
into a library building, it is not a big issue with the patrons.

We added patron types (MSADULT, MSJUVENILE) to cover the Mobile Services
patrons, and set up our loan rules accordingly.

After issuing the "Bookmobile" card to the Bookmobile patrons, we linked
their original card with the new card so that all the patron information can
be viewed from either account.

Not a fun solution, but the only way we found to solve the problem.  If you

Perhaps someone can help - or point me in the right direction.  In our
system we have several branches with their own collections which generally
check out items for three weeks and charge fines if the items are late.  We
also have a bookmobile which has its own collection, checks out items for
four weeks and does not charge fines on late items.  We loan items between
the branches and bookmobile freely for patrons who request specific items.
The problem is that if a branch patron checks out a bookmobile item
(different patron codes and different items locations) in a branch library,
they check out the item for four weeks and are not charged a fine if the
item is late.  Conversely, if a bookmobile patron checks out a branch item,
it is for three weeks and they are charged fines if it late.  It is fairly
easy for the bookmobile staff to change the due date and/or waive the fines
but it is near impossible to charge fines when III automatically does awy
with the fine.
Awhile back III told me that it was the item which tended to determine a
loan rule and not the patron type.  Is that still true or is it true?  Is
there a way around this problem?
