For what it's worth, my experience with the manual was as follows:

Initially the III manual worked fine in Netscape 4.7, but after I upgraded to
Netscape 6.2.2, I could no longer get the manual to work correctly, i.e. the same
problems that people are reporting here. Our IT department looked at it and decided
that the new version of Netscape had a later version of Java in it that was not
compatible with the III manual. We un-installed that version of Netscape and then
tried the old version to no avail. We re-installed the earlier version of Netscape
again, but the manual still did not work. Finally they determined that the best way
to use the manual was to simply use IE instead, where it seems to work fine.
