As I understand it, root access itself is free, but the way Innovative 
purchases turnkey systems from DEC -- I mean Compaq -- I mean HP -- the 
user and base licenses are not included as part of the system.  So what 
you were probably quoted was the cost of those licences.  If your 
institution was part of a CSLG program (does that program even exist 
anymore), then you could apply those licenses to your system instead.
