Error 312-Cannot connect to server

Our Clients are facing intermittent connection Probelms only from UAE while
connecting from UAE the following message is displayed. >From all other
places around the globe Clients are able to connect.

There is only one ISP in UAE & the clients connect through Proxy. The ISP
has got casacded Proxy servers for load sharing. Our servers are colocated
in Verio Newark, New Jersey, USA


The following error message is displayed :


ERROR: The requested URL could not be retrieved

 While trying to retrieve the URL:http://www.vsplash.com
 The following error was encountered:

ERROR 312 -- Cannot connect to the server

This means that:
The server might be down, or it could be inaccessible because of a temporary
problem. Please try again later. If you receive this message frequently,
contact your system administrator.
