I think the goal should be a single password file which covers both Telnet
and Millennium functions. Those functions which are passworded
differently in Telnet and Millennium should clearly be marked. Whenever
possible authorization should be automatically activated for functions
which are pre-requisite to another function (e.g. you cannot update a
record unless you can view a record, you cannot view items unless you can
view bib records).
