As usual, I have an exception. We are exclusively telnet and had to 
enable 168 > Override manual blocks (circ) in order to, well, override 
manual blocks. I also note that for some reason, we have enabled 166 > 
Add a list of patrons (for holds) and 161 > View patron records, 
although we were are never are asked for a password to view patron 
records anywhere.
