I agree that this sounds like a local network problem.  We've experienced the same thing lately and have diagnosed it as a local network problem.  A ten-second network outage, often not long enough for a web browser or a person or a network monitoring package to notice, is indeed long enough to drop a telnet session to your INNOPAC.  It is our understanding that there is no way to ramp-up any timeout or fault tolerance on the INNOPAC that might make it more forgiving in such an instance; indeed, your staff sessions are probably already set up to last forever as long as the network allows them to be connected to the INNOPAC.  I urge you to pursue this with your local network folks.
