That has been our experience as well. We use it to our benefit to test
URL records before we unsuppress them and make them fully available to our
patrons.
See Innopac manual (2000 edition) record # 16,329 regarding suppressed
records. It indicates that a suppressed record would not be available to
the user, however experience shows just the opposite.
