x-refs only show in staff mode

I wonder if someone could explain to me what is happening to my x-refs.

The problem: some x-refs show in staff mode only but not in the public
view.

A recent example is "Garland reference library of the humanities.
Hispanic issues". The authority record refers from "Hispanic issues (New
York, N.Y.) but a search on this form does not get one referred to the
authorized heading. I have a feeling that Innopac is sensing a conflict
with "Hispanic issues" a separate series, even though the Garland series
is qualified. Or can someone give me the true explanation and tell me
how to fix it? Thanks so much.
