Converting non-marc to marc

I have been contacted by some colleagues in another library who will shortly be needing to transfer to a new library management system -
they are in the selection process now.  Their current system has been developed locally and they don't have/can't output their bibliographic
records in marc format - a good proportion of their records do not have ISBNs, either.  

I am wondering whether any Innopac site has recently been in a similar position and how they dealt with it or propose to deal with it?  Can
anyone suggest or recommend suitable agencies to carry out this work?
