WAM and ISP's

Recently we have had problems with two students who were
unable to configure their browsers.  One is using AT&T as
her ISP and the other is using Westman Communication Group
(Canada).  In both instances it seemed like the only
solution was to tell the students to download and configure
a new browser.  The Canadian student was unsuccessful in
downloading a new browser and therefore does not have access
to many of our resources.  The AT&T user has yet to download
a broswer and also is limited in her access to our
resources.

Has anyone had experience with either of these ISPs?  Do
they (like AOL) deliver browsers that do not allow proxy
configuration?  Do you have any suggestions that would help
us assist these users?
