One thing I have found is that if given too many parameters, INNOPAC doesn't give
a very reliable listing.  I think you might do better to collect a list of
bibliographic records having a publication date of 1920-1929, for instance.  Once
you have that file, sort by location in item record or do a boolean search on that
file itself  for item records with the location you want.  Once you have that
result, you should be able to update globally.
