Yes, but not until the replacement is received.

We generate a list twice a year of items that have been overdue (hence
billed) for 6 months or more. This list is circulated to our selectors who
decide whether or not to replace the item. If we're not going to replace
them, we add a note to the item record explaining why (OP, out of date, not
replaced, etc.) and suppress the item.

For a lost item?  

The only lost and unbilled items in our system are those which have been
missing for 6 months. Once they reach this status, we follow the procedure
above. In addition, we discard the items we don't replace (since they're
not attached to a patron record).

While you are waiting, do

Yes, otherwise, in the case of it being the only copy, we'd have to
suppress the bib, since we use virtual items to indicate 'to be ordered' in
our system.

I don't know if we've ever done this, but it's conceivable that if a patron
were able to convince us that they really didn't have an item that was
billed to them we could do that.

As a matter of clarification, we never delete valid item records from our
system as a way of maintaining a virtual shelflist.
