"last copy" delete with an order record

Hello,

Our library system (public) has been using III for about a year now. We have a
process in place to delete last copies from the system by deleting both the item
and the bib. records.

Recently, we have been getting last copies that have order records as well as
bibs and items. Some of these orders were paid for last FY and some are paid on
this FY. I am wondering how other libraries deal with these?

We could delete the item and suppress the bib. record, but I wonder if that will
start to leave us with many suppressed bibs and orders after a while.

Any suggestions will be welcome.
