Modem access 24/7 ?

Hi,
We are in the process of implementing Innovative Milliennium here at our
corporate library.

I am wondering if all of your libraries allow Innovative 24/7 access to the
server through a modem?

Our security policy does not allow any machine connected to a modem to be
connect to the network at the same time. So, we have to have someone swap
the network connection and the modem when we want to allow Innovative into
the system. We have tried to come up with other options for Innovative to
access the server, including VPN with SecurID, and Dail-In access. Neither
of these options work for Innovative but they are the only options that the
Security Dept. will allow.

Has anyone else had problems with this issue? I am at a deadend!
