"Penalty Points" in Millennium

I just read through the Millennium user's manual, and I found discussions of
"Penalty Points" that may be set to accrue on overdue items. Does anyone
know a way to set Penalty Points to instead accrue for a set period of time
on unpaid fines? Since fines can exist seperately from the item they derived
from, I don't necessarily want the automatic block to kick in just on an
overdue item because the item can be returned. Instead, I'm looking to block
patron cards that have fines that have been left unpaid, mainly because it
seems too much of a temptation for some patrons to just avoid our check-in
desk and to keep getting any blocks overrided at the check-out desk by
saying they'll "pay next time" (but then they don't).
