Exactly.

No. And if you have a multilingual opac configuration, you must not even try, since the opac will convert your page to the correct encoding depending on that expected.
Hmmm - clear as mud. Ok, let's try this:
At our site we have both an English and a Chinese interface. We have created two sets of templates, one for English and one for Chinese.
BUT - the Chinese templates are stored internally in CCCII format, while users coming in need either Big5, GB-2312, or UTF-8 encoding. So the interface is available through the opac in all 3 of these encodings, using different ports on the server *but all using the same templates*. So the encoding in this case is not set by the template, but by the Innovative software.
The Innopac webpac software should include the appropriate encoding for every page delivered. We have been requesting this for well over 18 months. :)
