I haven't tried this myself but even if you sort the outstanding holds
file by patron it seems like a lot of effort to produce what should be a
simple report if only the system can count and display the number of HOLD
fields in the patron record.

It might be a little easier if you create a review file of all the patrons
with holds and output the /8 HOLD fields only.  Since each HOLD field
begins with the patron record number it should be possible to manipulate
this file and count how many times each patron record appears.  It still
sounds like a lot of work, though.  Good luck.
