MilCirc: view patron blocked by demerit points?

I'm reaching the deadline for pulling together the Millennium enhancement
ballot -- could someone who has demerit points and Update C or D respond
directly to me whether the following has already been addressed?   (I know
Update C and D accomplished this for other system blocks, but since we don't
use demerit points, I can't be sure.)
