Patron initiated holds/consortium

We are a consortium consisting of a university library, community college 
library, public libraries, and special libraries.  We are exploring 
patron initiated holds via the OPAC. Although we share the Innovative 
system, we don't share resources as such (that is-you would have to get 
your own card at each library to check out at that library). We currently 
do mostly copy returned soonest holds, with staff choosing the locations. 
Not sure how that would work for patrons. Between us we have hundreds of 
item locations, so having patrons choose for bib level or item level 
seems like it might be a problem. Any consortiums with similar rules out 
there that are doing patron initiated holds that would be willing to 
share experiences or advice?
