We had the same problem when we tried to migrate last week, and Innovative helped us track it down to the SCAN setting, which we needed to change from NO to YES.  Our connection settings are now:

1 > Internal code for server:  OCLC
2 > Display name for server:   xOCLC FirstSearch
3 > IP address of server:      fsz3950.oclc.org
4 > Port:                      210
5 > Authentication/Password:   xxxxx/xxxxx
6 > Character Set:
7 > Enable SCAN Facility?      YES

We also modified  some of the search option settings, 
based on the detailed information available at 
http://www.oclc.org/firstsearch/documentation/z3950/worldcat.htm
