The issue we have is shared printers. These are NOT networked printers, they are laser printers simply shared among several workstations. Right now, only the attached PC can print to the printer from MilCirc, yet the print sharing works for everything else we do.

If it is shared with Windows Printer Sharing, it is still a networked printer. Only if it is 'shared' with a automatic switch box is it not a networked printer (because it is switched, not shared).
To print to a printer like this, you will have to make sure that "Enable Direct Text printing" and "Select Local Printer on Startup" are both set to "off". If that doesn't work, then there must be some weird thing going on between java and the windows printer settings.
