I ran into this recently myself with our new WebPAC interface.  Our front 
page (<http://uconl.law.uconn.edu/>) has an all-in-one search box similar 
to Innovative's sample site but without the scoping.  We found that if a 
user submits a search into that box, but then tries to back up to the main 
menu (or, ironically, print the search results page) with Navigator, the 
browser displayed that error.

The problem I believe is in the encoding of the form.  Innovative was using 
a 'METHOD="POST"' attribute to the <FORM> tag.  I changed it to 
'METHOD="GET"' (so that the form variables are part of the URL submitted to 
the WebPAC) and the problem went away.
