Do you clear the hold shelf regularly? If not, I suggest you run Clear
the hold shelf and see if it reduces the number of items reported. I
seem to remember being told by someone from the help desk that although
there may not be many items physically on the hold shelf you still need
to run Clear the hold shelf to remove them logically from the holdshelf.
I can't find anything about this in the manual and this explanation might
not be entirely accurate, but if you still have a large number of items
on the report after running Clear the hold shelf I suggest you contact
the help desk.
