I think this must be some sort of default for list setup because this is
exactly what we have.  If we could do it over, I'd request a much
different setup because I find our current one very problematic.  It would
definitely include at least one list that would hold all our items.  We
even have one branch whose collection exceeds the 60,000 limit on our
largest file.
