We have a similar scenario at University of North Carolina at Charlotte.
We have certain types of materials (for example, periodicals) that circulate
only to faculty and PhD students.  The periodicals at the main library have
a separate location and all periodicals have the same ITYPE.  Since the
faculty and PhD students have separate and distinct PTYPEs, we were
able to set up loan rules with the combination of location, ITYPE and PTYPE,
which allows them to circulate.  Otherwise, all other patron types are not
permitted to circulate such materials.

This method was easy to set up and works well.
